From the very beginning of t h e i r inception, maternal and child h e a l t h s e r v i c e s have surely been p o s i t i v e l y oriented towards preventive ends. Having diaeaae prevention as t h e i r t a r g e t , they have a l s o aimed at providing optimum conditions f o r a child physical and psychological development. Antenatal prevention, o b s t e t r i c a i d , appropriate heatirlg, comunicable disease prevention, i d e n t i f i c a t i o n and treatment of the complicated hereditary diseases - a l l these a c t i v i t i e s have become an i n t e g r a l p a r t of the maternal and child h e a l t h s e r v i c e s a r s e n a l of the best part of the developed countries by che middle of the twentieth century and are being introduced i n d i f f e r e n t ways in the developing countries as W e l l . These e f f o r t s which a r e usually defined as traditional o r even orthodox, (I believe t h a t f o r most people these terms do not have a negative connotation,) were considered at the conference on new trends i n maternal and child health, organized by the WHO Regional Office for Europe and held in Moscow in November 1974 F i g 1 . Having underlined that ' I . . . a rapidly changing aociety ... with many technological innovations of the modern l i f e brings about an additional burden, influencing t h e health of mothers and children t o the aame extent as i n the past, the conference discussed concrete drawbacks of the maternity and child health aervices i n the Region and planned t h e i r f u t u r e developments of the next decade.
